
David W. Rose
Fleet Readiness Center East (Ex-Officio Liaison)
Mr. David W. Rose serves as the Executive Director at Fleet Readiness Center East aboard Marine Corps Air Station Cherry Point, North Carolina. As the senior civilian for a command workforce comprised of more than 4,000 civilian, military and contractor personnel, he leads a team of senior leaders responsible for a wide array of Navy and Marine Corps aviation sustainment responsibilities.
Mr. Rose’s previous assignment was the Command Operations Director for Fleet Readiness Center East. He was responsible for supporting the Command with Security, Information Systems, Human Resources, Public Affairs, and Command Administration functions to include Travel Support and Training. Mr. Rose began his government career in 1996, stationed in the Republic of Panama as an active-duty soldier in the United States Army. He currently has 28 years of government service, with 15 years of large-scale experience in diversified logistics and industrial operations at FRC East.
In 2001, after receiving an honorable discharge for completing a five-year enlistment, Mr. Rose returned to North Carolina and was employed for a short time by the State of North Carolina Department of Public Safety. In the same year, Mr. Rose accepted employment with defense contractor Raytheon Aerospace, located at FRC East, providing depot level maintenance in the MRO Production Department. In 2002, Mr. Rose joined FRC East as a Civil Servant in the Maintenance, Repair, and Overhaul Production (MRO-P) Department as a pneudraulic systems worker. His FRC East product portfolio includes aircraft, engine, and component repair supporting the AV-8B Harrier, AH-1W Super Cobra, AH-1Z Viper, UH-1N Huey, UH-1Y Venom, CH-53E Super Stallion, MH-53E Sea Dragon, C-130 Hercules, EA-6B Prowler, F/A-18 Hornet, F-35A, F-35B and F-35C Lightning II, H-3 Sea King, VH-3D Sea King, H-60 Seahawk, MQ-8B Fire Scout, and CV-22 and MV-22 Osprey. In 2014, as a Competency Lead Branch Manager, Mr. Rose led the F-35 Production Modification Line from initial conception through development to implementation at FRC East, contributing to the success of the United States Marine Corps’ achievement of F-35B Initial Operation Capability (IOC).
His other operational assignments include: T58-400B Engine Production Supervisor for the Presidential “Gold Plate” Program for HMX-1; MV-22 Osprey Aircraft Production Manager; CH-53E Sea Stallion Aircraft Production Manager; and Engines Production Manager for F402-408, T64-16A, and T400 Engines, and T400 Reduction Gear Box. He was also Competency Lead Branch Manager for the Sheet Metal Trades, and Engine Trades. Lastly, Mr. Rose was the Production Floor Trades Division Director, managing multi-disciplinary competencies comprised of over 1,400 personnel from a myriad of trades.
Mr. Rose is a Carteret County native from nearby Beaufort, NC.
